The proposed introduction of mandatory caning for scammers is timely as a clear signal of Singapore’s zero-tolerance policy, said MP Melvin Yong. However, when it comes to enforcement, it is often the most vulnerable who are recruited as mules who are caught, he noted. Mr Yong asked how Singapore police are working with foreign enforcement agencies to take scam masterminds to task. He also voiced concerns about discretionary caning for mules. He wanted to know what sentencing guidelines will be provided, whether vulnerable offenders such as youths and those with mild intellectual disabilities will be given leniency, and how better to protect these individuals from being exploited by syndicates. Mr Yong also called for more to be done to tackle the growing threat of ticketing scams, which affect a large number of consumers and threaten Singapore’s ambition to become a regional entertainment hub. He spoke in parliament on Tuesday (Nov 4).
