Debate on President’s speech: Desmond Choo on a ‘just transition’ amid the AI wave

Singapore’s labour movement is committed to championing a skills-first approach in the workplace to ensure a “just transition” in the adoption of AI and automation. This means a worker’s potential is more valuable than their credentials, NTUC Deputy Secretary-General and Minister of State for Defence Desmond Choo told parliament on Wednesday (Sep 24). He said employers must hire and reward based on what individuals can do and learn, and involve workers in building transformation plans. Workers, meanwhile, must continuously build new skills so they can pivot to new roles if needed. Mr Choo added that NTUC wants to better support the future workforce. Having engaged 12,000 youths in tertiary education, it is equipping young jobseekers with the necessary skills, networking and mentorship. It is calling for the SkillsFuture Mid-Career Training Allowances and Career Conversion Programmes to be expanded to younger workers. NTUC also seeks to provide assurances to workers when economic restructuring happens. It says organisations must give sufficient lead time for planning and outreach to attend to workers’ concerns.
