A proposed presumption of guilt for flat owners and tenants in incidents of high-rise littering may raise questions about due process and fairness, said MP Wan Rizal in Parliament on Monday (Feb 6). He asked how the authorities plan to ensure that the public understands how this will work and that cases will be dealt with fairly, including those involving young children, the elderly and people facing mental health issues. He also wanted to know if the 14-day period to provide proof of innocence could be extended. Dr Wan Rizal welcomed the introduction of the Progressive Wage Model for waste collection and disposal workers but asked if the schedule, set to stretch to mid-2029, might be shortened.
