Yip Hon Weng on Prisons (Amendment) Bill
A proposed Employment Preparation Scheme for prison inmates will help to rehabilitate them and alleviate manpower shortages, said MP Yip Hon Weng in Parliament on Tuesday (Jan 11). He made several suggestions for the programme. One was to ensure that potential employers meet certain criteria such as having to provide training and remuneration plans, and that they be properly accredited and matched to inmates. They should also have ready access to support from the Prison Service if any issues arise. Mr Yip also asked what types of inmates will be considered eligible for the programme and how to allay public concerns as they train and work in the community, while at the same time minimising stigma.
