Zhulkarnain Abdul Rahim on Constitution of the Republic of Singapore (Amendment) Bill and Judicial Service (Miscellaneous Amendments) Bill
With the proposed establishment of separate judicial and legal services in Singapore, there should be some flexibility or a fixed rotation of younger officers between the two, so they can acquire sufficient experience and exposure. This was suggested by MP Zhulkarnain Abdul Rahim in Parliament on Wednesday (Nov 3). Junior judicial officers could also be seconded in private practice or overseas to learn how to meet emerging and future challenges, such as greater cross-border litigation and specialised areas of law like those involving smart contracts and cryptocurrency. Mr Zhulkarnain also called for more international judges to be invited to sit in specific High Court or appeal cases.
