SINGAPORE: A former CEO of Aon Singapore was charged on Thursday (Dec 7) with taking bribes from Fullerton Healthcare Group between 2017 and 2018.

Chiew Collin, a 56-year-old Singaporean, was handed one count of obtaining gratification under the Prevention of Corruption Act.

He is accused of obtaining a bribe of S$240,000 (US$180,000) over two occasions between Dec 28, 2017 and May 7, 2018 from Fullerton Healthcare Group through Straits Priority Consulting.

This was as an inducement to advance the business interests of the healthcare group with Aon Singapore, the charge read.

At the time, Chiew was CEO of Aon Singapore, a firm providing professional services which include insurance broking solutions.

Chiew was offered bail of S$100,000. His case will be heard again in January. The penalties for obtaining gratification are a jail term of up to five years, a fine of up to S$100,000, or both.

In response to CNA's queries, a spokesperson for Fullerton Health said a whistleblower had raised this incident to its management.

"Fullerton Health and the board then commissioned independent investigations by two external professional parties and also took strong action to report it to the relevant authorities. At all times, we fully co-operated with the authorities and regulators," said the spokesperson.

"The individuals in respect of the allegations are no longer with Fullerton Health. Fullerton Health also has no dealings with Straits Priority Consulting."

In response to CNA's queries, an Aon spokesperson said on Friday that the matter concerns "a colleague who departed our firm in January 2019".

"Aon has not been a subject of the investigation but we are fully cooperating, and we have no association or dealings with Straits Priority Consulting," said the spokesperson.

She added that the company expects that "all colleagues will serve our clients with high integrity, and an unwavering commitment to honesty and ethical conduct in compliance with Aon's Code of Business Conduct".
