250 assisted living HDB flats in Bedok for seniors to be offered during December BTO exercise
The units will be part of the 1,234 flats at Chai Chee Green BTO development in Bedok.
SINGAPORE: About 250 assisted living flats in Bedok will be offered in the upcoming December Build-to-Order (BTO) exercise as part of the Chai Chee Green development.
The Community Care Apartments (CCAs) will provide senior-friendly housing with care services that can be customised according to a person’s needs.
They aim to support seniors to age independently in the community, said the Ministry of National Development (MND), Housing and Development Board (HDB) and Ministry of Health (MOH) in a joint factsheet on Thursday (Nov 30).
This is the third CCA project to be launched following the “positive response” to the first two projects, Harmony Village @ Bukit Batok and Queensway Canopy.
“If the model of care provision proves to be effective and scalable, we will ramp up the supply of CCAs, and launch up to 30 CCAs in different locations across Singapore by 2030,” said the authorities.
The units will be part of the 1,234 flats at Chai Chee Green BTO development in Bedok, alongside three-room, four-room and five-room flats.
Wait times range from three years and three months to three years and seven months.
SENIOR-FRIENDLY FEATURES, CARE SERVICES
With an internal floor area of about 32 sq m, each Community Care Apartment will have a wide, wheelchair-friendly main door with a built-in bench at the side.
The bathrooms will also be wheelchair-accessible with slip-resistant flooring and grab bars. The service yard, equipped with a clothes drying rack, is accessible from the toilet.
The unit will come with a built-in wardrobe, cabinets and a furnished kitchen to allow seniors to move in quickly with minimal renovations needed.
The flats are designed with an open layout, with easy-to-slide partitions that separate the living room and bedroom. This also makes the units easily customisable.
Besides senior-friendly fittings, CCA flats are designed for seniors to live independently with some healthcare assistance where needed.
All residents will subscribe to a Basic Service Package, which includes 24-hour emergency monitoring and response, as well as basic health checks.
An onsite community manager will also help to connect residents with relevant care services and assist with simple household fixes.
Residents will also have access to wellness and social activities. There will be furnished communal spaces on every floor which seniors “can use as extensions of their own living rooms” to socialise with one another.
Those who require help with their activities of daily living, or household services such as meal delivery, laundry, and housekeeping, may opt in for these services at additional cost.
Nearby social and communal facilities include an eating house and a residents’ networking centre.
Public transportation includes bus services along Chai Chee Lane and nearby MRT stations such as Bedok North Station on the Downtown Line, as well as Bedok Station and Kembangan Station on the East-West Line.
HDB EXHIBITION
Those who want to learn more about the Community Care Apartments at Chai Chee Green can visit an exhibition at the Atrium of HDB Hub from Nov 30. All visits are by appointment only and a slot can be booked online.
It will feature 3D models of the CCA block and the flat unit, a mock-up of the communal space and a showroom of the flat.
Visitors can also find out more about the service packages and eligibility conditions at the exhibition, which will be open from 8am to 5pm on Mondays to Fridays, excluding public holidays.

Eligibility Criteria
Age
- Applicant(s) and their spouse, if any, must be 65 years old and above.
Income ceiling
- The average gross monthly household income cannot exceed S$14,000.
Family nucleus and citizenship
- Families with at least one Singapore citizen applicant, and
- Singles who are Singapore citizens
Property ownership
- Applicant(s) who own a private property or an HDB flat must dispose of the property within six months from collecting keys to the Community Care Apartment.
Previous purchase
- Those who have enjoyed two housing subsidies, and have bought a studio apartment or short-lease two-room flexi flat are not eligible.
Lease length
- The lease chosen must be able to cover all applicants and their spouse, if any, until at least 95 years old.
- Options range from 15 to 35 years, in five-year increments.
Indicative prices
- The total cost of the unit consists two components: The price of the flat and the price of the Basic Service Package.
- The flat will need to be paid for upfront.
- For the Basic Service Package, residents can choose between two regular payment plans: Payment due every month, plus a one-year security deposit at the start of the lease, or payment due every three years.
