Probation for poly student who took obscene photos, videos of 11-year-old girl

Polytechnic student Gan Ang Yang took an underage girl home and told her to undress so he could take pictures of her.

SINGAPORE — A 21-year-old polytechnic student was sentenced to probation on Monday (March 25) for taking videos of a girl — almost half his age — while she removed her clothing and photographs of her in just her panties.

Gan Ang Yang, who was 20 when he committed the offences, pleaded guilty last month to one charge of procuring the commission of an obscene act by a child.

The girl cannot be named to protect her identity.

District Judge May Mesenas ordered Gan to complete 21 months of probation and perform 110 hours of community service. He is also required to attend a treatment programme for his sexual offending behaviour.

The court heard earlier that at about 1.15pm on June 12 last year, Gan noticed the girl, then 11, sitting on a bench alone and eating ice cream at the void deck of a housing block in Woodlands.

Gan seized the opportunity to approach her, telling her he needed help to take photographs.

When she agreed, he took her to an industrial area in Woodlands, where he told her he wanted to take pictures of her. He also asked where her parents were, what time they would be back home, whether she had a brother and what school she attended.

Later, Gan felt that the industrial area was “too isolated” so he told her to follow him home.

At the housing block, he told her to take the lift up to the 11th floor, while he went to the seventh floor, where his flat was, to check if anyone was home.

After that, he took the girl down to his place and once she was in, he told her to go to his bedroom. He then closed the door without locking it and told her to remove her clothing.

When she asked why, he said it was for “modelling something”. While she undressed, he used his mobile phone to record two videos.

After she took everything off but her underwear, he took five photographs of her. He then told her she could go and that he would delete the pictures later.

That evening, the girl made a police report. It was not stated whether she told her parents about the incident.

The videos and photographs were never recovered — Gan claimed he deleted them out of fear of being caught. It was not stated what he intended to do with them.

For procuring the commission of an obscene act by a child under the Children and Young Persons Act, he could have been jailed up to five years and/or fined up to S$10,000.
