The Philippine Supreme Court has rejected a bid by a former police chief for a temporary restraining order to prevent his arrest and transfer to the International Criminal Court. Senator Ronald dela Rosa is considered the chief enforcer of former President Roderigo Duterte's war on drugs and is wanted by the ICC for crimes against humanity.
