Budget 2026 debate: Shawn Loh on returning fiscal surpluses to Singaporeans
Any fiscal surpluses above two per cent of gross domestic product should be given back to Singaporeans the following year through extra CDC vouchers, universal CPF top-ups or other rebates for government services, said MP Shawn Loh. Singaporeans should be assured that when Singapore does well, all its citizens will benefit, he told parliament on Tuesday (Feb 24). He also suggested greater and longer-term support for companies, a “more ambitious” jobseeker support scheme and free basic childcare, infant care and student care. He called on the government to commit to not making any major revenue-raising moves up to 2035, barring material adverse circumstances. Mr Loh noted in his speech that the ‘trickle-down effect’ of economic growth Singapore hoped for “has for some indeed been just a trickle”. He also warned against wealth inequality becoming entrenched.
