China was leading perpetrator of transnational repression in 2025: Rights group report

Rights group Freedom House has warned that authoritarian governments are increasingly extending their reach beyond national borders to persecute their own citizens. Of more than 100 new transnational repression incidents in 2025, more than half were from Southeast Asia and East Africa. Among the various tactics used, detention and deportation were the most common. While Chinese, Vietnamese and Russian authorities were the top perpetrators of transnational repression last year, the governments of China, Türkiye and Russia rank as the most prolific overall since 2014.
