The number of youth offenders fell by 43.3 per cent in the last 10 years. Calling that reduction “encouraging”, NMP Shahira Abdullah asked if recidivism among youth offenders is tracked and for those who reoffend, whether the offences become more serious. Dr Shahira also noted that suspects arrested after the recent OCBC phishing scam were all aged 18 to 22. She wanted to know if the Ministry of Home Affairs will try to deter youths from misusing technology and ensure that those who offend are guided to “more constructive use of their talents”. She spoke in Parliament on Thursday (Mar 3).
