Committee of Supply 2022 debate, Day 7: Low Yen Ling on support for recovery of arts and culture sector
The Government will build on the gains in the last two years to carve an "exciting" journey towards a thriving and sustainable arts and culture ecosystem which enriches livelihoods, unites the people and enhances Singapore’s shine as a global city, said Minister of State for Culture, Community and Youth Low Yen Ling. Outlining her ministry’s plans in Parliament on Thursday (Mar 10), she said Singaporeans can look forward to the arts and culture sector recovering even stronger than before from the COVID-19 pandemic. The Government will extend the Venue Hire Subsidy for another three months from Apr 1 to Jun 30, at a stepped-down rate of 30 per cent. This will defray venue hire costs for practitioners as Singapore progressively resumes activities, with larger audiences. The National Arts Council (NAC) will launch a new Sector Transformation Fund to promote and sustain the transformation efforts of the arts and culture community. The Government will empower the sector to leverage digital technologies to pursue new artistic, cultural and business opportunities. It will continue to support the self-employed in the sector. Priority will be given to grant applications initiated by or targeted at the self-employed. NAC will work with industry partners to ensure better protection and working conditions, as well as pilot new ways to create value. The Government is also working closely with the sector to strengthen the cultural infrastructure for artists and creatives to incubate, experiment and collaborate.
