Although the interim use of land is being applied in land-scarce Singapore, the tenure tends to be not more than 10 years. This limits the amount of investments that can be made into such land or properties, therefore also limiting the range and quality of its interim use. NMP Cheng Hsing Yao, who shared this observation in Parliament on Monday (Feb 27), asked if state land that is not slated for development for 15 years and beyond could be put to longer-term interim use. He asked if Singapore’s master plan could be supplemented with an interim plan that would guide land use based on 15-, 30- and 45-year terms.
