The period of two to five years after a drug offender has been released appears to be a critical time, with higher rates of recidivism, said NMP Raj Joshua Thomas in Parliament on Monday (Feb 27). He asked what targeted programmes are planned by the Ministry of Home Affairs (MHA) and Yellow Ribbon Singapore (YRSG) to address this, and whether the role of YRSG might be expanded to cover holistic rehabilitation of ex-offenders beyond skills and career development. He also wanted to know how the Government intends to ameliorate the effects of any stepped-up anti-drug campaign to prevent stigmatisation of ex-offenders.
