Committee of Supply 2023 debate, Day 5: Pritam Singh on HDB’s rules for commercial outdoor display areas
In Parliament on Thursday (Mar 2), Leader of the Opposition Pritam Singh noted the emergence of itinerant shopfront traders, particularly in smaller HDB commercial areas, who move from place to place and secure outdoor display areas (ODAs) directly from shop owners or lessees for a few hours each day. This is against HDB commercial rules which require the same items to be displayed in ODAs as in the shops. As the rules do not seem to be consistently applied, Mr Singh asked if there are exceptions that can be sought with approval.
