Noting that the black and white bungalow at 26 Ridout Road had been vacant for four years before being rented out, he wanted to know why the Singapore Land Authority (SLA) and its managing agents had allowed this to happen. He also urged SLA to conduct a cost-benefit analysis to determine if higher rents will make it worthwhile for it to modernise black and white bungalows with amenities such as air-conditioning.
