“Modern warfare is total in nature, involving not only militaries, but the whole of society,” said MP Vikram Nair in Parliament on Thursday (Feb 29). He said this is why a strong military is a necessary but insufficient component of Total Defence and to thrive, Singapore must invest in and build up a united, resilient society. Given ongoing conflicts in other parts of the world and the increasing prevalence of new frontiers of warfare as well as non-traditional threats, Mr Nair asked what Total Defence lessons Singapore can learn and what the Ministry of Defence plans to do in relation to Total Defence in the coming year.
