Committee of Supply 2024 debate, Day 5: Louis Ng on wildlife feeding, animal abuse and cats in flats

02:52 Min

Reducing the amount of bird feeding is the best way to bring down the bird population and the nuisance it can cause, said MP Louis Ng. He asked the Government to consider introducing a statutory presumption for the offence of wildlife feeding, like what has been done for high-rise littering. Mr Ng also called for an increase in the jail term for animal abuse, which is currently shorter than that for vandalism. This follows a big surge in animal abuse cases last year to the highest in over a decade. Finally, Mr Ng asked for mandatory sterilisation of pet cats before they can be kept in HDB flats. This will ensure they do not caterwaul or over-breed. He pointed out that “in reversing the ban, we need to make sure we resolve the reasons for the ban in the first place”. Mr Ng spoke in Parliament on Tuesday (Mar 5).
