Committee of Supply 2024 debate, Day 5: Pritam Singh on HDB works and delays

In Parliament on Tuesday (Mar 5), Leader of the Opposition Pritam Singh said that the COVID-19 pandemic did not just affect contractors who build Build-to-Order flats but also contractors involved in other major Housing and Development Board (HDB) works such as electricity load upgrading projects and car park upgrading projects, amongst others, all of which are multi-year projects. He asked the National Development Minister to share how many HDB improvement projects, including those undertaken on HDB’s behalf by town councils, have been affected by contractors facing difficulties as manifested by the number of extensions requested, and how many remain uncompleted. He also asked if HDB will consider helping contractors and town councils with additional support to complete projects, where disruptions could not have been anticipated at the time of tender, if necessary.
