Committee of Supply 2024 debate, Day 5: Tan Wu Meng on ‘thinking outside the box’ in healthcare policy

In Parliament on Tuesday (Mar 5), Speaker Seah Kian Peng dealt with the expenditure estimates for the Ministry of Health (MOH). MP Tan Wu Meng then spoke about the need to “think outside the box” in healthcare policy. He elaborated on how this might apply in bringing care and subsidies to patients in the community. He also asked for a review of whether the boxes themselves are “big enough (and) deep enough” - in other words, does Singapore have enough capacity and capability. For example, is the country tracking the doctor-to-population ratio and is it prepared for greater demand when there is more health screening as part of Healthier SG. On healthcare financing, Dr Tan said the box has to be “stocked with new tools”. He asked if MOH is working to ensure equitable access to new treatments such as cell, tissue and gene therapy products. Where the chance of success is very slim but the cost is very high, he asked if there are new funding models such as "no cure, no pay".
