Committee of Supply 2025 debate, Day 1: Indranee Rajah on Singapore’s TFR and SG60 Baby Gift
Singapore’s total fertility rate (TFR) remained at a historic low of 0.97 in 2024 - unchanged from 2023 - even though it was a Dragon Year. Revealing this in parliament on Friday (Feb 28), Minister in the Prime Minister’s Office (PMO) Indranee Rajah said the traditional Dragon Year boost to births has been diminishing over the years, reflecting shifts in attitudes and priorities among young couples. Ms Indranee, who oversees the National Population and Talent Division in the PMO, said addressing the low TFR remains a national priority, but policies can only work if mindsets and culture shift in tandem. The government hopes the new Large Families Scheme will kickstart a societal movement to celebrate and support these families. Ms Indranee shared that more than 30 corporate partners in transport, retail and F&B have come on board the scheme to offer privileges and deals for families with three or more children. She also disclosed details of the SG60 Baby Gift. It is a set of 10 commemorative and useful items from local brands or companies, in a specially designed trolley bag which can double up as a travel case for the baby. There is also a congratulatory letter from the Prime Minister. The gift will be distributed from April 2025.
