The procurement process for school instructors and coaches who run co-curricular activities (CCAs) or enrichment programmes needs to be reviewed, said MP Edward Chia in parliament on Thursday (Mar 6). He explained that most schools only procure instructors’ services at the end of one school year for the next, resulting in “a highly compressed and competitive bidding cycle”. Instructors face job insecurity, with little notice if their contracts are not renewed. Many bid for multiple contracts and those that are withdrawn leave schools scrambling for last-minute replacements. There is also no proper handover between incoming and outgoing staff, said Mr Chia.
