Committee of Supply 2026 debate, Day 5: Cai Yinzhou on adapting HDB flats for 99 years and urban renewal

04:02 Min

The diminishing lease of HDB flats is a genuine concern for many Singaporeans, said MP Cai Yinzhou in parliament on Wednesday (Mar 4). He outlined four proposals, including reimagining the Home Improvement Programme, and also asked the Ministry of National Development (MND) if it will consider resources for public rental flats to be more climate-resilient. Turning to Singapore’s urban renewal, he also wanted to know if MND will consider implementing a formal social and heritage impact assessment, so as to proactively reimagine existing spaces instead of retrospectively conserving them.
