A "heartful" society where persons with disabilities (PWDs) pursue aspirations with confidence, and their families trust that this support will endure. It means inclusion policies, removing barriers and creating belonging, said Senior Parliamentary Secretary for Social and Family Development Eric Chua, as he outlined the plans of his ministry in parliament on Friday (Mar 6). One key move is to add 520 Day Activity Centres and 360 Sheltered Workshops by 2027. For recent graduates, a transition and engagement programme ensures that they remain meaningfully engaged through outings and activities while waiting for placement. To enable PWDs to live independently, the government is piloting community living models. One of them is the Enabled Living Programme (ELP), started in five locations with designated public rental flats. It will also launch a Home Support Programme in the second half of this year to offer similar support to those already living independently or have plans to do so in their homes near ELP sites.
