Committee of Supply debate 2022, Day 5: Desmond Lee on aspirations of Singaporeans for future city

43:10 Min

Owners who face genuine difficulties selling their flats due to HDB’s Ethnic Integration Policy (EIP) will get help. HDB will buy back their flat. It only applies to “constrained” households, on a case-by-case basis. National Development Minister Desmond Lee said this is part of efforts to “smoothen” the rough edges of EIP. Safeguards will be in place. Flat owners must own their flats for at least 10 years. HDB will look at how long they have been “EIP constrained”, and whether they have marketed their flats consistently at reasonable prices. If the conditions are met, HDB will appoint a professional licensed valuer to set the price and make a fair offer. Mr Lee said this is the most feasible option and stressed the importance of EIP in fostering a more cohesive society. Outlining his ministry’s priorities and plans, another new move is to give families the option to buy three-room flats with shorter lease years. Speaking in Parliament on Tuesday (Mar 8), Mr Lee outlined the measures to keep public housing affordable and accessible, transform the built environment sector, grow Singapore into a “City in Nature” and safeguard the built heritage. He said the Government will reach out to Singaporeans from all walks of life to hear their goals, dreams and aspirations for their future city.
