Derrick Goh on Criminal Procedure (Miscellaneous Amendments) Bill

The robust criminal justice system that Singapore has is due to its law enforcement agencies which work tirelessly to keep the country safe and secure, said MP Derrick Goh. Speaking in Parliament on Monday (Feb 5), he noted that the Criminal Procedure (Miscellaneous Amendments) Bill contains comprehensive proposals - spanning enforcement, sentencing and court processes - which reflect the Government's continuous efforts to ensure that the criminal justice processes remain fair and effective in an increasingly complex security landscape. He also sought clarifications on the provisions relating to law enforcement powers. He wanted to know if the powers can be extended beyond the Home Team to further strengthen inter-ministry operational efficiencies. Turning to the new framework for Forensic Medical Examinations, he noted that they would close the legislative gaps and improve the potential for solving crimes. He wanted to know the number and status of cases in the past five years which have impeded investigations due to the lack of legal powers under the current framework. On the new Sentence for Enhanced Public Protection, Mr Goh wanted to know what safeguards will be put in place. He pointed out that the proposed amendments do not apply to those who are already serving sentences and asked what can be done to better protect the public from those who still pose a threat and would be released after serving their prison sentences.
