Diana Pang on Scams (Countermeasures) and Other Matters Bill
Scams cause enormous financial and emotional harm, and erode trust in Singapore’s financial and digital system, said MP Diana Pang. Speaking in parliament on Wednesday (Sep 9), she hopes the proposed changes will deliver four outcomes. Firstly, there should be faster tracing of scams proceeds across financial institutions. Secondly, restrictions should be calibrated to allow a person to access funds needed for essential living expenses where it is safe to do so. Thirdly, there should be meaningful human review and prompt corrections whenever computerisd-issued directions are imposed mistakenly or are no longer justified. Finally, there must be rigorous training and proper accountability for a Civilian Specialist Officer entrusted with significant powers under the Bill.
