Safer roads will not come from higher penalties alone and the law must do more than punish wrongdoing, said MP Hazlina Abdul Halim. Speaking in parliament on Tuesday (Aug 4), she said it must shape society's conduct and strengthen the values that hold Singapore together. She also highlighted the plight of lower-income workers who have been fined and called for measures to cushion the impact. It would be useful to understand whether fixed fines achieve a broadly similar deterrent effect across different income groups, or whether they are disproportionately damaging, she said. She also asked if offenders facing genuine financial hardship could pay their fines by instalments or through corrective work orders.
