Jasmin Lau on ensuring full and timely salary payment for workers

The number of salary claims filed at the Tripartite Alliance for Dispute Management and the proportion involving workers who were paid in cash have risen. In 2023, they comprised about 28 per cent of 8,125 claims, and rose to about 33 per cent of 9,948 claims in 2024 and about 36 per cent of 10,801 claims in 2025. Acting Manpower Minister Jasmin Lau, who gave this update in reply to an MP’s questions in parliament on Wednesday (Sep 9), pointed out that the upward trend underscores the risks of cash salary arrangements. As part of the ongoing review of the Employment Act, the government is studying whether to mandate electronic salary payment for all workers, including migrant workers, to strengthen the documentary trail and facilitate timely investigation and enforcement action against errant employers.
