The Sentence for Enhanced Public Protection (SEPP) is not “an alternative to life sentencing”, but has judges making their decisions aided by expert risk assessment reports from professionals, said MP Joan Pereira. Speaking in Parliament on Monday (Feb 5), she said in egregious cases, there needs to be a balance struck somewhere to allow offenders to have a second chance, while also keeping the vulnerable protected. She pointed out that lawyers who regularly handled such cases have highlighted the need for more clarity on how the assessments will be conducted, as well as the criteria for unconditional discharge. To be fair to offenders, she hopes that there can be additional and dedicated resources to support them under SEPP in their rehabilitation journey while in prison.
