Kremlin prepares for Russia-Ukraine talks, but no confirmation of Putin's attendance

The Kremlin has not announced who will be attending, but said it is preparing for the talks. Putin suggested direct negotiations after dismissing calls for a 30-day truce over the weekend. United States President Donald Trump, who has been egging both sides to stop the fighting, has confirmed that Secretary of State Marco Rubio will be in Istanbul for the negotiations.
