Muhammad Faishal Ibrahim on impact of Progressive Wage Model on public rental housing eligibility
The S$1,500 income threshold to qualify for public rental housing is “just a guideline and not a hard ceiling”, said Minister of State for National Development Muhammad Faishal Ibrahim in Parliament on Monday (Nov 7). He said HDB assesses requests using “a holistic and needs-based approach”, taking into account factors like household size, family support, household budget and options. Assoc Prof Faishal was answering a Parliamentary question on how HDB rental flat eligibility criteria and rates are affected by higher wages arising from the Progressive Wage Model (PWM) for low-income earners. He said rental rates for tenants who get higher pay under the PWM will not be raised during their tenancy. Upon renewal, HDB will ensure that rent remains affordable and that the rent increase is lower than the income increase.
