Shawn Huang on Resource Sustainability (Amendment) Bill

Plastic products require massive energy and resources to manufacture, distribute and dispose but recycling efforts in Singapore appear to have been impeded by leakage of food and liquid waste, as well as e-waste, said MP Shawn Huang. Speaking in Parliament on Tuesday (Mar 21), he said e-waste leakage contributed to most of the contamination, rendering most items unsuitable for recycling. He pointed out that many businesses, youths and residents he had engaged have expressed passion and a desire to play a more active role to fight climate change. As citizens, they want to see swifter efforts to push towards a more sustainable society, he said. Mr Huang said the Resource Sustainability (Amendment) Bill will enable Singapore to build capabilities and move towards a more circular economy. He also sought clarifications on the Bill. On the disposable carrier bag charge, he wanted to know more about the reporting and record-keeping requirements for retailers. He asked if there are any baseline requirements and whether there will be a mandatory requirement in future to channel the proceeds collected to support social and environmental causes. On the beverage container return scheme, he wanted to know what the consequences would be for operators who fail to achieve the required return rate.
