Tan See Leng on actions against unfair layoffs and guidelines to protect workers’ interests
The Government understands that the loss of employment is a much more disruptive and potentially destructive process that goes beyond the loss of wages. It will continue to work with companies to educate them on all forms of possible cost-saving measures so that retrenchment always remains a last resort. Manpower Minister Tan See Leng gave this assurance in reply to MPs’ questions in Parliament on Tuesday (Feb 6), saying the Government will continue to work closely with the tripartite partners to protect workers’ interests and ensure that Singapore remains a competitive global hub that continues to provide good jobs. He also said the Government is working closely with the tripartite partners to formulate clear guidance for employers when undertaking cost-cutting measures. This is spelt out in the Tripartite Advisory on Managing Excess Manpower and Responsible Retrenchment. Dr Tan said the tripartite advisories are working well, without the need for additional penalties which may negatively affect the wider business environment in Singapore. The majority of unionised companies have a good relationship with their unions to secure win-win outcomes, he added. Employees who feel that they are affected by unreasonable or unjustified restraint of trade clauses can seek assistance from their unions, the Tripartite Alliance for Fair and Progressive Employment Practices and the Ministry of Manpower (MOM). Dr Tan also said MOM and the tripartite partners are developing a set of guidelines on the reasonable use of such clauses. They are finalising the guidelines and aim to release them in the second half of this year.
