Singapore communities possess deep social capital, as seen in ground-up initiatives, which would be “supercharged” by sustained, low-barrier funding, said MP Elysa Chen. She asked the government to do this through the S$50 million SG Partnerships Fund and consider doubling the fund to S$100 million. She also asked the government to pilot time banking, allowing Singaporeans to exchange skills and support through time credits. This could be hosted on existing digital infrastructure like giving.sg.
