Even if disputes between neighbours are resolved through the Community Disputes Resolution Tribunals (CDRT) process, the solution may not be permanent if the root causes of the issues are not addressed. Making this point in Parliament on Tuesday (Nov 12), MP Muhamad Faisal Abdul Manap suggested ordering mandatory counselling so that parties can discuss contentious issues and develop mutual tolerance. He also suggested that the Community Disputes Resolution Act be expanded in future to cover not just residential units but also commercial units in HDB blocks. He gave the example of disputes arising and not being resolved when residents are bothered by heat and noise from businesses like bakeries on the ground floor of their blocks. Mr Faisal also asked if the new Community Relations Unit (CRU) can be contacted at all hours by residents and whether homeowners will be charged for the use of noise sensors in neighbour disputes.
