Singapore has a dedicated community of animal caregivers, shelter workers and volunteers who provide care and first response for animals in distress. Many of them have significant practical knowledge, even decades of hands-on experience. MP Abdul Muhaimin Abdul Malik highlighted their “invaluable service” in parliament on Wednesday (Apr 8), and voiced concerns with the practical boundaries of the law that could affect them. He wanted to know if there would be a transition period during which enforcement action is not taken against bona fide community caregivers performing basic first aid. He asked if the government would consider developing clear practical guidelines and explain what community caregivers can and cannot do under the new framework. The community animal care sector operates largely on goodwill and compassion and volunteers must not find themselves on the wrong side of a law meant to protect the animals they serve, he said.
