He Ting Ru on Land Titles (Strata) (Amendment) Bill

10:18 Min

A Bill proposing to lower en bloc consent thresholds for developments of different ages has to balance two fundamental principles - property rights and urban renewal, said MP He Ting Ru. She said owners of 999-year and freehold properties, who might have expected to keep their homes for the indefinite future, would face greater uncertainty of potentially early termination. She asked about the percentage of such properties in Singapore, to get a better idea of the likely effects; and what specific bridging support or relocation assistance - including mediation, financial and psychological support - might be extended, especially to elderly or vulnerable minority owners who did not consent to a sale. In parliament on Tuesday (Sep 8), Ms He also noted that the new thresholds might have implications on how renewal of public housing stock is handled, particularly in view of the upcoming VERS programme.
