Dennis Tan on Health Sciences Authority (Amendment) and Other Matters Bill
Transferring some of the Ministry of Health's (MOH) regulatory and support functions to the Health Sciences Authority (HSA) will help to centralise expertise and improve efficiency, said MP Dennis Tan. However, he noted that while HSA’s powers and roles are expanding, the minimum quorum for board meetings is being reduced. He said this does not appear consistent with the aim of strengthening accountability and oversight. Mr Tan added that MOH and HSA must clearly set out their respective responsibilities, preserve institutional knowledge and ensure continued safeguards during the transfer and use of biomedical research, patient information and genetic data. He spoke in parliament on Wednesday (Sep 9).
