He said while Singapore has long excelled in government-to-government diplomacy, resilience is no longer built only through state relationships but through networks of people, institutions and shared capabilities. Dr Hamid made several suggestions on establishing structured platforms for sustained collaboration between Singaporeans and counterparts in middle-power nations, saying their similar challenges create natural grounds for deeper partnerships.
