Zhulkarnain Abdul Rahim on Post-appeal Applications in Capital Cases Bill

Recently, there have been many post-appeal applications in capital cases which last many years and use up judicial resources, said MP Zhulkarnain Abdul Rahim. Speaking in Parliament on Tuesday (Nov 29), he pointed out that they take up not only judicial time and resources, but also affect the convicted inmates and most importantly, their families. The Bill ensures there is a balance between the due process and rights of prisoners and prevents the resources of the state from being wasted by frivolous applications, he said. He also sought clarifications on the Bill. He wanted to know how the Bill can ensure that the accused can be assured of due access to justice. He also suggested doing more to raise awareness on Singapore's justice system. One way is to get the law schools or even the judiciary to host foreign law students on exchange and expose them to the inner workings of the criminal legal justice system.
