Zhulkarnain Abdul Rahim on Singapore International Commercial Court (International Committee) Bill

The establishment of the International Committee of the Singapore International Commercial Court will be a “landmark step forward” for Singapore, representing a remarkable opportunity to cement its role as a key player in international dispute resolution, said MP Zhulkarnain Abdul Rahim in Parliament on Tuesday (Nov 12). However, he said Singapore must not limit itself to Bahrain - with which it will collaborate first - and a few other jurisdictions. It must attract more appeals and cases from China, India, ASEAN and the Gulf Cooperation Council to create “a robust and diverse docket”, said Mr Zhulkarnain. He had several questions such as on the types of cases, composition of the committee, whether its decisions will be binding on lower courts in the foreign jurisdictions from which appeals originate, and resourcing - including whether bilateral agreements will include cost-sharing.
