SINGAPORE: A 58-year-old man was charged on Wednesday (Mar 13) with cheating Tampines Town Council into overpaying for water pump replacements.

Zhang Shuyan, a Singaporean, faces two counts of cheating.

He allegedly submitted 206 invoices to bill the town council more than S$380,000 (US$285,456) between April 2016 and July 2017.

During that period, he was a director of the contractor FYH Integrated, which was engaged by the town council to perform pump maintenance works for the estate.

Court documents stated that he allegedly tricked the town council into believing that FYH had installed vertical multi-stage pumps, when it had in fact installed vertical single-stage pumps.

The police said that single-stage water pumps are “significantly cheaper” than multi-stage ones.

The town council paid S$195,264 to FYH from Apr 1 to Dec 31, 2016 after Zhang submitted 102 invoices. It then paid S$185,286 to FYH from Jan 1 to Jul 31 the following year after receiving 104 invoices.

It remains unclear how much the town council overpaid and how Zhang’s alleged offences were uncovered.

On Wednesday, Zhang gave no indication of whether he will plead guilty or not. He is set to return to court on Apr 3 and was offered bail of S$50,000.

Those convicted of cheating can be jailed for up to 10 years and fined.
