Amy Khor on COEs for private-hire car companies

There is no evidence that private-hire car (PHC) companies have caused the increase in the bid prices of Certificates of Entitlement (COEs), said Senior Minister of State for Transport Amy Khor. Replying to an MP's questions in Parliament on Tuesday (Sep 13), she said the Land Transport Authority (LTA) has been monitoring the market closely over the past year and found the demand for COEs from PHC companies and the PHC population to be stable. She said PHCs are treated as privately owned cars under the vehicle quota system. Creating a new category with specific requirements, such as a minimum number of trips to prevent abuse, would be difficult to enforce. It would also add to the compliance cost for PHC operators, drivers and ultimately consumers. Dr Khor said LTA will continue to monitor the Point-to-Point sector and study schemes to enhance it.
