Budget 2022 debate: Eric Chua on youth sexual offending and attitudes towards drugs

The overall number of youth offenders has fallen by 43 per cent in the past decade, but there is a worrying upward trend in the number of youth offenders who committed outrage of modesty and rape between 2016 and 2020. There were 109 cases in 2016 and 162 cases in 2020. Parliamentary Secretary for Culture, Community and Youth and Social and Family Development Eric Chua said this in Parliament on Tuesday (Mar 1). He added that there was also a noticeable uptrend in the total number of youth drug abusers, with numbers rising from 277 in 2016 to 376 in 2019. He called for the need to better understand the potential triggers behind youth sexual offences so as to design appropriate upstream interventions, and for more resources to educate youth on the harm that drug abuse brings.
