It is time to review the penalties for animal abuse and cruelty, by increasing punishments as well as the length of time offenders can be disqualified from owning animals. Mandatory treatment orders should also be emphasised as a sentencing option. MP Louis Ng made these points in Parliament on Thursday (Mar 2), noting that cases of animal abuse have been cropping up with “worrying frequency”, some of them landing before the courts. Mr Ng also once again raised the issue of allowing cats in HDB flats. He asked for an update on changing the policy after public consultation and what conditions might be imposed to allow the keeping of cats.
