The Building and Construction Authority (BCA) has set the Price Quality Method (PQM) for the evaluation of public sector tenders. The framework assigns a range of weightages and scores price and non-price attributes to evaluate the construction tenders, said MP Don Wee in Parliament on Tuesday (Mar 5). Noting that the tenderer with the highest combined PQM score will be awarded the tender, he wanted to know if the Ministry of National Development would consider a review of the scoring system to include points for local construction companies as this would give them a higher chance of taking part in larger projects and support the development of their capabilities.
