Committee of Supply 2024 debate, Day 5: Sim Ann on building a quality living environment

Neighbourhoods, housing estates and flats are proactively upgraded and revitalised to meet the evolving needs of residents. In Parliament on Tuesday ( Mar 5) Senior Minister of State for National Development Sim Ann outlined areas where more can be done with public and private sector partners. On physically upgrading towns and flats, she said the first batch of precincts to be upgraded under the 5th phase of the Neighbourhood Renewal Programme will be selected by the end of the year. More senior-friendly amenities as well as fitness trails connecting seniors to trade amenities will be built. Newer estates will also have senior-friendly amenities. On the challenges and delays in implementing upgrading works, Ms Sim said HDB will work with the relevant contractor to understand the causes of delay and render appropriate help. As a last resort, HDB can also exercise the right to terminate the contract and appoint another firm to complete the project. On ensuring a vibrant neighbourhood, Ms Sim said three pilot sites, including Ang Mo Kio Town, have been chosen to trial the refreshment of commercial clusters. She added that HDB has started requiring new buyers of privately owned coffee shops to offer budget meals when they take over the premises. Ms Sim also said ways are being explored to improve municipal service delivery outcomes. Engagement will continue to be deepened, for example by tapping on technology to get feedback. She also spoke on measures to mediate disputes among neighbours.
