The Government should adopt a more centralised planning approach to ensure diversity of services in HDB estates, said MP Yip Hon Weng in Parliament on Tuesday (Mar 5). He said essential services should be prioritised, followed by ensuring a balanced mix of retail categories to meet daily needs. Mr Yip also sought support for SMEs, saying they face financial strain from onerous tendering requirements, inconvenient invoicing processes, lengthy payment delays and bundled contracts. He asked if digitalisation can be implemented to expedite processes and settlements, whether payments can be made based on project progress rather than a lump sum upon project completion, and for alternatives to bundled contracts which limit flexibility and raise risks in unforeseen circumstances.
